An initiative proposed by the local group Menlo Balance calls for rezoning single-family neighborhoods in Menlo Park to require a vote at the ballot box, but critics say it seeks to avoid a threat that doesn't exist.

Menlo Balance was founded by Nicole Cesari and Tim Yeager to adopt an initiative to regulate the rezoning of single-family residential areas in the city. The group collected 3,000 signatures in three weeks to get on the ballot in Menlo Park this year.

"It's important to me because I have a 5-year-old son," Cesari said. "I want him to be able to ride his bike in our neighborhood … it's a high-density issue in residential areas without hundreds of cars approaching."

Cesari said the initiative needs 1,984 valid signatures or 2,183 signatures verified by random sampling, but Menlo Balance has struggled to collect enough to qualify for both.

The vote was not without controversy. The whistleblowers either told residents that single-family homes were being torn down to make way for supermarkets, or they claimed they had the support of the Menlo Park city attorney, who denied the claim. There are also reports that many councilors have claimed without evidence that many councilors support the initiative.

"I'm disappointed that this discussion has moved forward," said Councilman Drew Coombs. "We want to bring all the stakeholders together and find a way that everyone can support."

Both Commissioners Chessari and Yager said the city attorney never saw the initiative as a serious matter.

Menlo Together, a local group focused on housing and transportation issues in Menlo Park, opposes the initiative, said Adina Levin, a member of the group's steering committee. He said the city currently has no plans to demolish and replace homes in "R1" zones, which include churches, a school and a vacant lot.

"There are no plans anywhere to do the type of development that is going to tear down homes and prevent ballots," Levin said.

The proposed initiative would prevent the city from rezoning single-family homes without approval from Menlo Park voters. However, according to Finn, this could be a deterrent to many churches seeking to build affordable housing on old school sites and parking lots, such as Flood School, located in their R1 zones.

Menlo Park Ballot Initiative Seeks To Put Single Family Rezoning To A Vote

"We want a just society," Levin said. "Having a good housing component that allows for housing, especially affordable housing, is something we really want to see happen. The Bay Area as a region and Menlo Park, in particular, have housing that is unaffordable for many people."

But Yeager, who has a background in real estate, says the city isn't doing well.

"When you think about how the city is designed … the width of our roads … I don't think the planning process has ever been looked at as intensively as we're talking about now," Yeager said. "When you're looking at places that aren't close to the train, not close to the stops, and you're talking about putting high-density (housing) there, you're adding traffic issues."

This initiative will have a significant impact on the future development of Flood School. The site is proposed to add 90 affordable housing units to a suburban park on the former site of James Flood Magnet School. If the proposed initiative is approved by Menlo Balance, a vote must be taken to develop housing on the land.

"It's basically forcing the city to do its job," Cesari said. "They really need to consider the community's concerns and if they address the community's concerns, I'm sure people will vote to change the zoning for this project."

Menlo Park: Usgs Site To Hit The Market

Land use issues in the initiative must first go through the Planning Commission and City Council. That's why we have them. Governing the city by "delegation" with voters is difficult, inefficient, and full of misinformation and controversy. Such an initiative should be the "last step" after a failed public action.

We strongly agree that the Planning Committee and City Council should be heard first before proceeding with an impractical and expensive ballot initiative. I have seen these unexpected citizen initiatives have unintended and often negative consequences in the short and long term.

A few weeks ago, my partner and I were approached by a woman at the Menlo Park Farmers Market. He claimed that some members of the council supported this voting procedure. His account of this application was false and misleading. I also know that the same group falsely referred to other "supportive" councilors in another district. Is it random or calculated that auditors choose which councilor (or public official) they "support" in a particular district based on who they support?

In addition, Yager is not limited to real estate development. Yager (born and raised in Atherton) is a residential real estate professional focused on building and selling custom homes on the San Francisco Peninsula and, according to his LinkedIn profile, operates three separate businesses in the homebuilding space: Graben, Inc. – Search and evaluation of contractors. Yaeger Construction, Inc. – customer house building company; Yeager Residential Brokerage is a real estate brokerage.

"The current pattern of land use in Menlo Park … is strongly favored by the community," the first survey scale has been used since Jim Crow to make neighborhoods more exclusive because developers can charge more for single-family homes than they otherwise would. for duplexes. Or cottages.

Menlo Park already suffers from unfair housing practices, not limiting the council's hands when it comes to rezoning. For example, language in the proposed plan guidelines for Menlo Park includes dog whistle language: "Preserve the character of Menlo Park Village."

A recent 2020 study by the Berkeley Institute on Otherness and Belonging found that 83% of housing in the Bay Area is zoned single-family. It means that only 17 percent of the land is allowed to build apartments, condominiums, duplexes or triplexes. This is not unusual. A New York Times analysis found that 75 percent of the country's largest cities are occupied by residential buildings.

A study by the Institute for Othering & Belonging found that an increase in the percentage of single-family separations in a city increases the share of white residents. Because renting an apartment or duplex is cheaper than renting or buying a house. It's also a legacy of racist housing policies like redlining after World War II, which prevented black families from getting subsidized loans from the federal government, and the GI Bill after the Great Depression. Add unusual zoning like Proposition 13 (a 1978 California law allows governments to tax property up to 1% of its assessed value).

Menlo Park needs more housing citywide (not just in the congested District 1, which is burdened by too many hotels and commercial buildings) … and there are no laws to control it.

Menlo Park This is a joke. These people may have signs in their yards that say, "All Immigrants Welcome Here," actively working to make life difficult for young people of color in this community.

I hope the people of Menlo see through this sneaky attempt to scare people out of danger like it doesn't exist. Otherwise, Menlo will continue to evolve into an affluent retirement community.

I am a longtime resident and homeowner of Menlo Park, I oppose the Menlo Balance initiative and am saddened to see such exclusion in our community. I think Menlo Balance is using misleading tactics to attract signatures by telling people that they can change the single family section to accommodate big box stores. It is not and should not be considered
