Gabriella Winkler drew her own version of the UF parking map when her family visited campus for her May 1 graduation. It was the only way to give them the most up-to-date information about new road closures and routinely congested parking lots, she said.

The 22-year-old UF graduate is familiar with the struggle of parking on campus. When she was a student, UF Hospital's parking lot — or lack thereof — caused Winkler to miss her doctor's appointment. She chose to deal with her upper respiratory infection at an urgent care clinic, where she coughed up more money than she would have if she had found a place to park.

While parking is a common hurdle for students, faculty and visitors, construction on campus since the start of the COVID-19 pandemic has exacerbated the problem. As of May 2, portions of Museum Road and its intersection with Gale Lemerand Drive are closed for the summer.

"I feel like I'm just not appreciated even though it's one of the best universities," Winkler said.

There are four sticker levels for student parking: graduate students can park in green lots and campus residents can park in either red or red lots. Off-campus students may park in park-and-ride lots near the Southwest Recreation Center.

"Is it worth the risk because they don't care about us enough to adapt the parking lot to the amount of student flow they have?" Winkler asked. "It's disappointing. It really makes you angry and you wonder where all that money is going.

Paige Davis, a 21-year-old recent UF graduate, noticed that buses became less accessible after construction began. She took the bus frequently for three years, but shied away from using RTS to get to campus because of its unreliability.

She tried to park at the J. Wayne Reitz Union but said she was turned away because the lower level was closed.

Assistant Director of Transportation and Parking Services Ron Fuller said students want parking close to where their classes are, and that's not feasible for everyone.

"We're never going to have that because we're never going to have a campus where the main part of campus is going to have a lot of parking again," Fuller said.

He said there is adequate parking for off-campus students who want to get to campus, including park and ride and shuttles that go to the lots.

Fuller doesn't think the closure and construction should be a concern for student parking in the fall; he said most of the construction is happening in the center of campus, where student parking is minimal.

Kimberly Bloom, a 17-year-old freshman, noticed the lack of parking when she first visited campus this year. Bloom and her family were able to park at the Reitz Union when they first arrived, but were unable to secure parking the rest of the day.

The difficulty of parking didn't dissuade Bloom from attending the university, as she said UF has many positive opportunities for her.

Despite the university's prestige, its parking lots and road closures continue to be a problem for students, alumni and visitors alike. Many of the current construction projects causing a lack of reliable, affordable alternatives, such as the one disrupting Museum Road, will continue until 2023.

The university is in the process of building 11 projects from its campus master plan and landscape master plan. The construction, which is expected to be completed in 2023, is part of a larger effort to improve the UF campus.

However, campus road closures have affected faculty members' and students' commutes to work and classes, as well as RTS bus routes and stops.

Currently, 26 bus routes are detoured due to construction projects happening on campus, according to an email from the UF Transportation and Parking Department. These changes have not yet been updated on the TransLoc app, which still shows pre-construction routes.

Gina Crespo, a 21-year-old biology student at UF, relies on the bus to drop her off near her classes on Museum Drive. However, she said she noticed the route change when her commute to class became longer.

"I also had the bus app and I noticed that all the routes were completely changed but not updated in the actual app, so that was a little confusing," Crespo said.

She said she understands the construction is necessary, but believes students should at least be updated through the app so they can know what new bus routes to use.

Once construction on the campus is complete, Crespo said he thinks the frustration over the bus route changes will lessen. Right now, it's just another burden on students.

The Campus Connector, Gator Lift, SNAP and Campus Cab routes also adjusted, closed or relocated several pick-up and drop-off areas that were blocked due to construction, a TAPS email states.

Students and faculty also face commuting and parking issues on campus due to changes in tag enforcement and road closures.

Hannah Vander Zanden, an assistant professor in the UF Department of Biology, said she had a hard time finding parking because of the re-closure of Museum Road.

"It would be nice to have a campus that people could travel to more easily without cars, but the reality is that I have to bring a 2-year-old to campus," she said. "And even though I'm within biking distance, my husband and I don't feel comfortable getting him on a bike to do that."

Vander Zanden was frustrated with the purpose of some of UF's new builds. Despite UF's mission to address energy use and be more sustainable, the Museum Road travel park has been blocked for construction of a new power plant. The goal of the UF plant project is to move away from steam generation to a combined heat and power approach.

"My realization of this recently has been a big disappointment at UF that they don't plan to rely on and use more renewable sources," she said. "We have experts on campus who could tell you a lot about better ways to continue generating energy on campus in a renewable, climate-friendly way."

Construction would also remove trees on campus, but UF's master landscape plan states it will plant more shade trees along walkways and other open spaces on campus to offset the losses — something Vander Zanden said he supports.

"I think it's great that UF is expanding the facilities," she said. "I think they just have to consider what the losses are and also plan for long-term sustainability, and I don't necessarily see that happening."
