School Year Calendar

For example, the Milwaukee Public Schools just released its annual budget proposal, noting that it expects to lose 1,000 students between now and the start of the 2022-2023 school year, reducing enrollment by about 67,500 students. The MPS has been shrinking for most of the last 30 years for a variety of reasons – some political, some demographic. In any case, the trend is towards contraction.

Some want to speed up the process. A bill passed by the Republican-controlled state legislature this year and sponsored by state senator Alberta Darling (R-River Hills) would divide the MPS into four to eight smaller districts. The bill was vetoed by Governor Tony Evers.

In fact, there's another law on the books that, triggered by the MPS's status on state bulletins, would force the district to hand over control of some schools to the Milwaukee County Executive, called "School Districts of Opportunity." Over the decades, the Legislature has expanded the city's non-MPS school education options from the Milwaukee Parental Choice (voucher) program to schools chartered by the University of Wisconsin-Milwaukee and the City of Milwaukee.

These other "districts" are very small compared to the MPS – the Lumin Lutheran School in the voucher scheme has about 1,800 students; Mesmer School, 725; Seton Catholic School, 2,500. Also many other independent schools, even smaller "districts", are affiliated with the MPS. Overall, some smaller "regions" performed slightly better than MPS; Others, not so much.

Consider that 60,000 or even 70,000 children in Milwaukee are below school-level expectations, below their peers in Wisconsin, and below the performance of children across the country and the world. This is often a challenge unique to Milwaukee public schools, but state data shows that the crisis also extends to the city's private and charter schools.

Even before the 2018-2019 COVID-19 pandemic, only 26% of students passed the State Forward English test, compared to 41% statewide. 31% were proficient in math, while the state number was 43%.

This is not knocking on the door for healthy seeds. In fact, this small "district" far outperformed the MPS, with 19% of students proficient in English and 16% proficient in math on these tests. But it shows what I've been saying for years: Raising Milwaukee's Children Well

More often than not, though, Health Seeds doesn't scale — and doesn't want to. Borsuk quoted Marcia Spector, the school's executive director, as saying, "I truly believe the reason we're successful is because we're small and we're going to stay small." 1,300 students are missing, in fact, of the 60,000 that need intensive intervention. Many Milwaukee students are far away.

Across town, you can find other small, non-MPS schools that have been relatively successful as K-12 schools, but none have attempted to expand to cover the city: Carmen, Rocketship, Milwaukee Prep, to name just a few.

You can also find pockets of MPS that do something similar – language immersion schools, Montessori schools, International Baccalaureate schools. Attempts to replicate these successes in the region have a long history of general failure, too long to enter here, which is why these pockets are still small.

So, you might ask now, why didn't Darling get involved in the plan to divide the MPS into smaller areas?

Carmen. Splitting it into four or even eight is not the answer, especially given the funding challenges that come with separating some parts of the city from others — such as the downtown area, high property values, and fewer students — that help subsidize recreation. .

Don't try to scale a small but relatively successful area like Health Seeds. Instead, approve an area that has already reached that size

The problem, of course, is that those who have the power to actually empower the MPS to deal with this crisis have steadfastly refused to do so and have instead worked to destroy the city's traditional public schools for decades.

As noted earlier, the Legislature has repeatedly worked to reduce MPS enrollments by expanding voucher, letter, and open enrollment programs, which have resulted in reduced revenues. The state has also lowered Milwaukee's per-student income threshold below the state average, which has a much lower total income than neighboring public school districts, where each student earns $6,000 less per year than public schools that send their children to their neighbors in Darling. Alberta. (I leave it to the readers to decide which schools need more resources, those that educate children in Milwaukee or those that educate children in River Hill.)

But I'm not the kind of person who gives only vague answers to something as vast and critical as the Milwaukee education crisis. If we can convince those in power to access MPS resources, there is a very specific solution that the Milwaukee Public Schools can implement that will have a huge impact on Milwaukee K-12's educational performance.

We must add 30 school days (six weeks) to the Milwaukee Public Schools calendar. All schools open in August. Finish all school in June.

MPS has employees, buildings, courses, bus contracts and suppliers and people across the city to make this happen on the scale needed.

The data supports the idea that more time leads to more learning and helps us close the so-called achievement gap in Milwaukee between the traditionally advantaged and the traditionally disadvantaged.

Arguably, the best time-based intervention is what researchers call "high-dose coaching": 20 to 30 minutes a day, 2 to 3 days a week after school, individually or in groups organized by desired skills, throughout the school year. but that means

Provides daily classes for thousands of Milwaukee's needy children. The human capital for high-dose coaching simply does not exist.

Fortunately, there is evidence that making the most of extra days during the school year can have a similar effect, but it takes more than a few. Research shows that you need 10 to 30 days to equalize the effects of high-dose training. "We've known for a long time that for students with special educational needs, the benefits of an extended school year, summer school opportunities to catch up on lost learning or graduation credits and summer literacy programs can help stop what we affectionately call "summer slide" that disproportionately affects poor, non-white children.

It's going to be expensive – I estimate about $2.5 billion over the next ten years based on how many days I add to the teacher's calendar (I vote for 25 days, not 30 days – minus a few days for non-existing students), given or a small charge. .

It sounds bad, but $2.5 billion is all the state can afford. Wisconsin has a budget surplus of $3.8 billion

! That's enough to fund this effort for an entire generation of Milwaukee kids.

In fact, in Milwaukee, the cost of the extra six weeks of school each year – I'm not exaggerating here – is less than half of 1% of Wisconsin's annual budget.

Yeah, people. This solution is waiting for Milwaukee and the state to do that. What is needed is the understanding that no matter how small a healthy seed, the crisis is too big to solve the problem. The Education Finance Committee of the Minneapolis Board of Public Schools met on May 3 to review the proposed 2022-2023 budget.
